The program was established in 2005

Goal:The goal of the program is to bring people out of poverty through organizing them in groups and promoting their participation. To protect their economic, social and cultural rights (ESCRs) and improve their capacity to control, evaluate and monitor implementation of the SDGs, and improve their livelihoods by promoting their participation in local development. 

Objectives::  

• Empower and expand local Community Savings Groups, Associations, and Community Development Funds (CDFs)
• Improve the capacity of citizens to realize their right to development and ESCRs through promoting participation, raise funds, and support joint ventures
• Strengthen cooperation and partnership of all stakeholders in poverty eradication and local development
• Protecting the rights of elder people
